The Liberated Cities: Superficial Coverage without Investigative Reports. The Authorities’ Actions Make the Journalists' Task Difficult
The Iraqi Media House, in its 38th report, monitors the media coverage of the problems and crises of the provinces occupied by the ISIS organization, the challenges faced by these cities after the restoration of control, the problems that were born after the destruction and displacement of its population, and the security crises that have persisted in spite of their liberation since months.
The report examines the number and quality of news coverage of the provinces of Anbar, Nineveh and Salah al-Din after the expulsion of extremists from them at the end of last year 2017, and review the nature of media coverage, which focused on the media and to show the neglected and silent files on the media for professional reasons and other related to the security, political and social conditions that surround these cities recently.
The report includes monitoring of more than 30 media outlets, ranging from television channels, agencies and news websites. The report focuses on counting the content and content's types, how it is handled, and then analyzing and comparing it to the overall media content.
The report notes that the media coverage of the local media since the end of the battles against "ISIS" witnessed a decline in some coverage and neglect of important files related to the problems facing these cities, as well as lack of media attention in covering these areas and lazy in the production of media reports and news on the challenges after the restoration of control On these cities.
These cities suffer from continuing problems related to the crisis of the displaced, and how to deal with thousands of ISIS families, where they were isolated in camps and their homes were destroyed, in addition to the problems of reconstruction, education, health, infrastructure ,new military procedures and multiple security services.
The monitoring report found the following results:
1- The media neglected to produce serious media coverage in these cities since the end of the battles against "ISIS” and withdrew many media organizations cadres and reduced correspondents in these cities. While other media relied on official statements issued by the federal government or provincial councils and security forces as a main source in their coverage of these cities without relying on even one reporter.
2- The local media used reports and investigative reports published by Arab and foreign media in their news coverage of these cities. The local media only published these reports without following them through media or through the establishment of dialogue programs that dealing with them in depth.
3- The media and journalists face great challenges in covering the news of these cities because of the strict administrative and security procedures in place where the security forces and local government institutions prevented journalists from entering destroyed areas or displaced camps on the one hand, while government authorities refused to answer journalists' questions about political files, security and social issues.
4- The media used news coverage in these cities for political purposes by presenting specific problems in order to criticize political parties. On the other hand, other media outlets produced non-professional news coverage based on misrepresenting facts about the security and social situation and not conveying the true picture of events.
Recommendations:
1- The media should giving the cities occupied by the ISIS organization coverage in line with the challenges and problems faced, by the coverage focused on the population of these cities and the adoption of statistics and data on the situation of displaced people and destruction in these cities and discuss these files with experts, analysts and politicians.
2- Make additional efforts to produce reports and investigations on the hidden issues of the media, but known among the population and the conversion of tribal customs or security and political measures without access to details such as the situation of the ISIS organization families and the fate of the religious and ethnic components that inhabit these cities, and issues of peaceful coexistence in these societies.
